Facility Administrator 

A Sussex County, Del., resident, Ken is a 22-year veteran of the Maryland Transportation Authority with 25 years of State service.  Ken manages the daily operations and traffic-management efforts for the bridge, including toll collection, maintenance and the E-ZPass Stop-in Center, and is responsible for the short- and long-term strategic planning for the facility.  He is a graduate of Baltimore Polytechnic Institute and attended Essex Community College.  Ken previously served as Construction Manager for the Authority's Division of Engineering.

Deputy Facility Administrator

A Pasadena, Md., resident, Gordon has 24 years of State service in maintenance and operations.  As Deputy Administrator, Gordon assists the Facility Administrator with managing the daily toll-collection and maintenance activities and is responsible for coordinating all construction projects at the bridge.  Previously, Gordon served as Manager of Inventory and Purchasing for the Maryland Transit Administration.

 

 

 

Sgt. Neil Jester

Commander, Bay Bridge Detachment

With more than 22 years with the MdTA Police, Lt. Jester is responsible for directing all law-enforcement and police activities at the bridge. In

addition, he serves as liaison between the detachment and police agencies from surrounding jurisdictions.

A resident of Queen Anne's County, Lt. Jester is a Chesapeake High School (Pasadena, MD) graduate and previously served as Accreditation Manager in the MdTA Police's Strategic Planning and Development Division.

 

 

 

Catherine Noone, Toll Collection Manager

As Toll Collection Manager, Cathy manages the daily operations of the toll plaza and E-ZPass Stop-in Center.  She helps ensure toll-collection and E-ZPass personnel demonstrate a strong commitment to customer service.  Cathy also participates in the evaluation of new toll technology and procedures.  Previously, Cathy served as Assistant Toll Collection Manager at the Fort McHenry Tunnel.  Cathy began her career in 1977 as a toll collector at the Bay Bridge.  She left the bridge after accepting the Toll Corporal position at the Fort McHenry Tunnel, where she also was promoted to Toll Shift Supervisor and Assistant Toll Collection Manager.

A Baltimore City resident, Maurice "Moe" Saxon began his 20-year MDTA career in 1990 in the automotive shop at the Baltimore Harbor Tunnel.  He then transferred for the opening of the Fort McHenry Tunnel's automotive shop and, in 2005, was named the Bay Bridge's first-ever Heavy Equipment Supervisor.  Mo was named Chief Facility Maintenance Officer in 2009 and currently oversees the daily operations of maintenance, automotive, housekeeping and inventory for the Bay Bridge.

 

 

 

 

Skip Morgan

Traffic Emergency Supervisor

A 15-year veteran of the Authority and Eastern Shore resident, Skip is responsible for supervising the Vehicle Recovery Unit at the bridge. Vehicle-recovery technicians (VRTs) assist with maintaining the traffic flow at the bridge by removing accident vehicles, disabled vehicles and debris from the roadway.

Skip previously worked at the Authority's Baltimore Harbor and Fort McHenry tunnel facilities.
